This issue is related to Windows settings. We found an official thread from Adobe:

What is says is:
- Right click on the Photoshop (number of the version) executable
- Select properties.
- Select compatibility tab.
- Click on "Change settings to all users"
Last step:
In the menu at the bottom of the new tab, check "Override high DPI scaling behavior.
